Fraunhofer MPEG Layer-3 Audio Codec is the codec line shipped by Fraunhofer IIS, the German research institute that co-invented MP3 in the early 1990s alongside partners at the Fraunhofer Institute for Integrated Circuits.

The download on this page is the official ACM (Audio Compression Manager) component for Windows, packaged so legacy applications such as Sound Recorder, old VirtualDub builds, and Video for Windows capture tools can read and write MP3 audio natively.

Several historical builds have circulated over the years, and they are all archived here for users who need a specific version for compatibility or preservation work.

What this codec actually does

The Fraunhofer ACM codec is not a player. It plugs into Windows at the Audio Compression Manager layer, so any application that asks Windows for MP3 encoding or decoding through ACM can use it.

This is what older codec-pack pages refer to as "Audio Codec Tag 55" (the MP3 fourCC). When Windows reports a missing codec for tag 55 (or, in older builds, tag 85), this is the component it is asking for.

Modern Windows 10 and 11 include a built-in Fraunhofer decoder that covers playback in most apps, but legacy software written before that change still expects the standalone ACM component, which is why this page continues to receive steady traffic.

Available builds and versions

Several distinct Fraunhofer MPEG Layer-3 binaries have been released over the years. Each one targets a different use case, so the right download depends on what you are trying to do.

The official, freely distributed Fraunhofer IIS MPEG Layer-3 Audio Decoder ACM Component (l3codecx.exe, around 227 KB) is the safest and most legitimate choice for general playback compatibility.

It is decoder-only - it will play MP3 audio in ACM-aware applications but cannot encode new MP3 files. This is the build that has historically been the headline download on this page.

The Fraunhofer Professional encoder line was commercial software that added MP3 encoding at every bitrate up to 320 kbps CBR. Three versions are archived here:

  • l3codecp-1_0_0_48.exe - Fraunhofer MPEG Layer-3 codec (Professional) v1.0.0.48, the earliest Pro build.
  • l3codecp-3_3.exe - FhG Layer 3 ACM Codec Professional v3.3.
  • l3codecp-3_4.exe - FhG Layer 3 ACM Codec Professional v3.4, which is the newest official Fraunhofer Professional release in this archive.

The Advanced variant (l3codeca.exe, FhG Layer 3 ACM Codec Advanced v1.9) is a middle-ground build with decoder support and restricted encoder bitrates, widely included in early-2000s software bundles.

The Radium build (l3codecp-radium.exe, FhG/Radium Layer 3 ACM Codec Professional v1.2.63) is the well-known community-modified release that unlocked full-bitrate Professional encoding from inside Sound Recorder, VirtualDub and similar Windows tools.

It is preserved here as an archival historical build; for new MP3 encoding work, use the maintained open-source LAME MP3 Encoder instead.

Finally, l3dec16.zip is a 16-bit Fraunhofer Layer 3 decoder dating to the Windows 3.1 and early Windows 9x era. It is included for emulator and retro-computing users only.

Which version is newest?

For the official, legally distributable decoder, the Fraunhofer IIS MPEG Layer-3 Audio Decoder ACM Component (l3codecx.exe) is the canonical release and is the recommended download for anyone who simply needs MP3 playback restored in a legacy Windows app.

For the Professional encoder lineage, Professional v3.4 (l3codecp-3_4.exe) is the highest-numbered Fraunhofer-branded build in this archive. Outside of compatibility testing or preservation work, neither encoder line should be used for new MP3 work today.

The honest part: this is legacy software

The Fraunhofer ACM decoder has not received an update since 2003.

The Professional encoder line was discontinued not long after, when MP3 lost ground to AAC for new commercial deployments.

There is one significant change in the legal picture since then: MP3 patents expired worldwide in April 2017, so MP3 is now a fully unencumbered format. That removes the original reason this codec existed (proprietary licensed MP3 support on Windows), but it does not bring the codec itself back to life.

The binaries on this page remain frozen at their last release dates.

Modern alternatives we recommend

For new MP3 encoding, the LAME MP3 Encoder is the open-source standard that powers Audacity, foobar2000 and most modern audio tools. It produces consistently better MP3 quality than any Fraunhofer build, runs cleanly on Windows 10 and 11, and was always license-clean.

For decoding MP3 anywhere on Windows, install LAV Filters for system-wide DirectShow MP3 decoding in MPC-HC, MPC-BE, PotPlayer and Windows Media Player.

If you want one installer that configures a complete media stack including MP3, AAC, FLAC and modern video codecs, the K-Lite Codec Pack bundles LAV Filters with a player and handles registration automatically.

For pure playback with no system-level installation, the VLC Media Player plays MP3 out of the box using its own internal decoders. Other audio-format pages such as AC3 Filter and the broader Audio Codecs section list further targeted decoders for AC3, DTS and Dolby Digital Plus content.

If a file refuses to play and you are unsure which codec is missing, the Codec Finder tool inspects the file and reports exactly what it needs.

When the legacy Fraunhofer ACM codec still makes sense

There are a few narrow scenarios where one of these builds remains the correct download. Legacy Windows applications that explicitly hook the ACM layer for MP3 - some older capture tools, screen recorders, ancient editing suites and Windows Sound Recorder on Windows XP - will only see MP3 support if a Fraunhofer ACM codec is installed at the system level.

DirectShow alternatives like LAV Filters do not register at the ACM layer and cannot substitute here. Preservation and archival work that needs to reproduce the exact bitstream output of a specific late-1990s or early-2000s MP3 encoder is another legitimate reason to install a matching Fraunhofer build. For everything else, use LAME and LAV Filters.
