With Moonlight Scalar DirectShow Filter you can resize, crop, blacken... your video files.

Moonlight Scalar features :
- Frame size changing (Nearest neighbour/Bilinear algorithms implemented)
- Frame part cutting
- Removing of the flicking stripes at the top and the bottom of the frame caused by bad encoding
- Limitation: don't use it with renderers downstream
