Downloaded and installed the HEVC Video Extension today on Windows 10 Pro. You need to dowload the free version of this code, not the one which costs 0,99€.

The free version was released for manufacturers and is hidden in the store. It is named "HEVC Video Extensions from Device Manufacturer" and is linked in the article above.

I used the Chrome brower to download the App from "store.rg-adguard.net". I had to do a right click on the *.appxbundle, open the link in a new window and confirm the link in address bar again by pressing Enter.

The downloaded app can easily be installed by double clicking on it.
Now you can open HEIC files (eg iPhone photos) with the Windows photo viewer and you also can see the thumbnails.
